- Neil_CitroExplorerIf truly unlimited Verizon data is needed, I rent a grandfathered unlimited plan from Mobile Must Haves (used to be livinlite.net). Tethering allowed, no throttling, no prioritization, you get a warning after 1TB used in a month. Not cheap at )150 a month, but if you absolutely need it, it’s great.

- Tom_M1ExplorerVisible is the closest you will get. It offers unlimited everything including hotspot for $40/month with no added fees or taxes. You can reduce that to $25/month by joining a "Party Pay" plan. Data speed is not capped except for hotspot speed which is capped at 5 Mbs. They do prioritize which means they can reduce speed during heavy traffic on the tower you are connected to. So far this month I've used 205GB of data and have 12 days till the end my cycle.
I've had the plan for 13 months and the service has been great.

They don't guarantee you will have high speed for every byte of data used,,

This is via SPRINT (Which just merged it seems with T-mobile)
I have one, got it last week. It is advertised as 100% unlimited. no throttling.
However at this time I notice the speeds are not as good as my T-Mobile phone.
On my T-Mobile (55+ plan) I've only noticed throttling on rare occasions.
It will be some time before I have a final opinion on the Sprint Device but so far its fast enough.. Yesterday it took 59 minutes to download a 1 hour video Last week it was 35 minutes.. (Normal as the size of the file varies)

OTRMOBILE now does meter and throttle at about 22Gb. They changed their plans about 2 months ago. Their tech support is solely by chat mode on their Web site which is very slow. I traded in an old Android phone for a new FREE phone.
It's fast on my local tower as the slower 5Mbps speed has been lifted. (for how long I don't know)
I just got 15 Mbps on a speed test, but it is early in the morning.
It's well worth the $40 a month with all the unlimited hotspot data I want. - DFordExplorer

That's why I left Verizon. My truly unlimited data plan kept getting managed to unusable speeds. Sometimes at very low usage numbers.
It's not double speak as you say. If you're in an area that's overloading the cell tower, you're speed is going to be reduced. They're just covering themselves with that statement. I haven't heard user complaining on the FMCA forums so far and I'm sure if they weren't happy, I would have.
I had Spring cell service for several years and have since tried T-Mobile and Verizon. Having dealt with AT&T so called customer support, I'm not going to give them a chance. I have way too much trouble with strong Asian accents to go through that again. In my personal opinion, there's not much difference in any of them and none of them are worth the money they charge.
