Normally the brake light fuse also controls the CC system. This is because you need brake light 12 volts to shut off the CC while driving. So check to see if the brake lights work.
Good luck on the rest. If it works, why bother if the light did or did not come on before you engage it? On my car, when I turn on the CC, it will not light up the dash light until it is engaged.
It will help to know what model year, if it is Ford, GMC, or another chassis manufacture. And what brand CC controller if another brand chassis.
