Freightliner Radiator

We have a 380HP on a Freightliner chassis. The top of the radiator is clear and is only half full, the over flow tank is showing full cold. Why would the top of the radiator only be half full? If it needed water wouldn't the over flow tank be empty?
Thanks for all comments!

If the radiator cap is bad then it might not pull water from overflow tank. Did you check it hot or cold. But I would think that you might be running warm/hot on the gauge.

I check it cold and the RV has never ran hot.

Actually, if there is enough air in the radiator/cooling system, it will absorb the increased volume as coolant heats.
