Drag bars drag on road every hill or hump fixed

Our Coleman. 16 QB has had a few quirks we have been working out and this trip was the best by far. Just one thing still annoying me. The drag bars dragging on any little incline. (They are only 5" off the ground) There just happened to be another Coleman in the camp ground this weekend and I noticed they had two steps in stead of one step like ours. I looked under their TT and seen that the spring was bolted into the bottom hole of the front spring hanger,ours was bolted through the top hole in the front hanger. Axle bolted on the top side of the springs on both TT. Of course the service department of our local CW would not comment on why the difference in setup even on TT's on their lot. So I jacked up our TT and moved the bolts to the bottom holes and got another 3" so a total of 8" now between the ground to the drag bars. Dragging problem solved. We are using the portable step we used with our old TT. Also adjusted the hitch to level the TT during towing. Anyone have any ideas why some Coleman TT are on the top hole and some on the bottom hole?
