Definitely Blue Water Key Resort in Key West. Each site is privately owned. Most come with tiki huts, on the water, and some with docks. Highly recommend but is very expensive.
All I know is it is on Route 9 near Goose Beach. We have driven by the sign many times but never went to look at the campground. Sorry can't be of more help.
