Alfa basement heat pump

Just acquired a 1998 Alfa Gold 38RLT fifth wheel. Like new condition, stored several years. One problem I've found is the heat pump (basement unit) primary stage (first compressor and condenser fan) will NOT shut off, only if I turn off the breaker. Everything else works fine, just that "problem". I've determined it's not the thermostat. Anybody ever had this problem, and if so, how was it repaired?

Impossible to tell what a previous owner/tech might have done. I would expect there to be a control board somewhere with relays.
