Can someone tell me what this is?

May be a stupid question, but I was under the dash trying to fix a blown fuse when I saw this. Grey cap, 2 rocker switches. One says CHECK ENGINE and the othr IDLE INCREASE/DECREASE. Is this the diagnostic port?
