Cluster of fuses have been rerouted......help !!!!

Hello. I was using a test light on fuses that are located outside below the driver's seat. The cluster of fuses on the left side of the box work fine according to the test light. The cluster of fuses on the right side (18 accesories in total) do not register with the test light at all. I tested this non registering cluster with the engine on and off. None of the fuse wires in the fuse box have been disturbed or changed. I pulled a few fuses and tested behind the fuse in the box and nothing. I then tried some of the accessories that are associated with these fuses and they all work fine. I spoke with my mechanic and he says that before I purchased the RV someone must have taken that cluster and rerouted it to another power source. This could be a big big problem as one of the accessories in this cluster works the back brake lights. Anyone have any suggestions...ideas...solutions to what could be a big problem. Thank you in advance.

Do the things the fuses purportedly control cease to work when you pull the respective fuses? If so, then obviously they haven't been rerouted or anything and there's something not quite right in your testing procedure. Maybe the source and load sides of the fuses are the opposite from what you were expecting or your test light ground lead came loose or something like that.

It's also possible a relay is/was off when you tested, like the salesmans switch. As designed, It would cut power to the entire cluster (and more).
