Well Sir, one of the first things you must consider is all the tongue weight you WILL have from BOTH loads. That is, you will have basic tongue weight from the two scooters and, you'll be adding even more with a boat/trailer. Now, your problem/issue is easily solvable by either purchasing a good carrier commercially made or, make one yourself that you're confident will handle the stress and weight or, have one made.
Now, I have no idea what make or model of scooters you're thinking about toating along but, I'm kind of assuming they'll weigh in the neighborhood of say, 200# each, maybe? So, let's say it's close so, that's around 400#. Now, again, you're not stipulating what kind, size, make, model of boat. If it's a small row boat, then your tongue weight from that will be around say, 50# or so.
But, if it's a family pleasure boat like say, around a 19'-21' unit, they you tongue weight will soar to close to 200# - 250# or so. What this all means is, you first need to know what each scooter weighs, then, put the tongue of the boat on a scale that will handle it and see what it weighs. Then, armed with that ammo, you'll now know what kind of commercial unit to search for in terms of handling that kind of weight and, also handle the stress of towing whatever size boat you'll be dragging along.
Without a doubt, if it were me, I'd either buy or build, a frame mounted rack that will handle your situation. You definitely want good strength in a situation like this. I personally can't tell you what unit will work since I build all of my stuff. So, good luck and have fun with all the toys when you arrive at your destination.
