I drained my water for the winter and now my hot water is milky looking and can't figure out why.

I just ordered this one. If you have to pay shipping it's probably not very cost effective but I have Amazon Prime. Or spend at least $35 and get free shipping.

if your WH is a suburban, you have an anode rod that is causing the milky look. pull the drain plug again and buy a flush out tool at your RV dealers, hookup a hose and flush out you tank. this needs to be done every year.
