Good morning, when I hook the hose up to the city water connection it fills the potable water tank.

I haven't found a check valve or a valve to switch, I think it may be blowing past the water pump and filling the tank.

Any thoughts?

The check valve is frequently part of the pump. Some times it is some dirt in the check valve and you can clear it by using it to pump some of the water back out of the tank. Some times the pump needs to be disassembled and cleaned, and some times it needs a rebuild.
