While my bedroom Penguin II AC remains continually on, my living room Penguin II compressor cycles 4 minutes off (2.3 Amps), then 6 minutes on (17 Amps). However, its fan remains on.

Both units are about 6 years old.

Where are you parked
Is your bedroom in the afternoon sun
The bedroom a/c might have to run continually to stay cool
Is the lr cool
Maybe it does not Need to run continually to stay cool

Are both units 9000btu
It is the font a/C larger , and does not need to run full time compressor to maintain temp setting

Every AC unit that I have ever seen cycles. Fast cycling (compressor) indicative of a freeze up or low refrigerant but they all cycle and the fan stays on. Has to. You have it set too cool,

It may be icing up, make sure you run the fan on high.
