Had water on the floor under the fridge. Went outside to look at the drain line, cut the end off and a lot of war we came out.

I had heard of the little filter-plug thing clogging and intend to clean it and put it back
But I have to ask;

What does it do and what problem does it solve?

You can also re-route the tube to put a small "P" trap in the line to prevent critters from entering.

Keeps bugs from crawling up into the fridge. Keeps wasps from building mud nests inside and stopping it up. bugs like to get the water on the inside. Clean it, and put it back. Alternate is to take a bit of screen mesh and cover the opening, rubber band or tiewrap to hold in place. The filter plug is the best solution, just check and clean occasionally.
