I have a Texas Ranch Hand rear bumper. Could I weld on or drill an eye hook on the end of my bumper to secure the back of a TC?

Drill thru at the appropriate spots and use the Hapijac buttons and tabs. With a heavy duty bumper like yours shouldn't be an issue. Our 04 Duramax Chevy rear bumper is doing just fine with that set up. Even added 2 more for receiver mounted cargo tray/steps unit stabilization and Derringer turnbuckles we modified even shorter. Works great for us.

I don't see why not. That's how Happi-Jack mounts their hold downs in stock bumpers and you have a much better bumper.
