Trailer Brakes -- At What Size/Weight

At about what size (length) and/or weight do travel trailers usually have brakes?

The requirements for most States very. I think you would be hard pressed to find any travel trailer without brakes. I once towed a pop-up through the Rockies without trailer brakes. I had just bought it new. The dealer said I wouldn't need brakes...Boy were they wrong!
