Do tire covers help save life of tires or not

I have a crack on the side coming from window about 1.5 inches can I repair it myself. I'm only interested in stopping water from getting inside wall. Super glue etc.

I use to follow a man who lived in his class c and was in Mexico is he still living and I've forgotten his name?
