Anyone have recent info on this or a map link? Especially interested in whether san Juan teotihuacan is still outside it and how to access avoiding crossing it.

Reading the Spanish version, it reads to me that they are subject to the daily plate restrictions PLUS they cannot drive between 5 AM & 11 AM on ANY day except Sunday. Saturdays are fuzzy with confusing rules, I would avoid them.


What it says about Saturday is that different numbered plates are restricted on different Saturdays on a rotating basis - you have to access the website and look at the calendar to get a clearer picture. All of this can change if the air quality report indicates low pollution and the lift the whole restriction (unlikely).

What I am mostly trying to clarify is the area covered by the Hoy No Circula. Nothing I can find states it is the entire State of Mexico. What it does clearly refer to repeatedly is the 18 municipalities.

I have looked at every written law and rule and website I can find about this and find nothing saying it all of the state. Everything I can find specifically singles out only 18 municipalities.

I have been told in a series of PMs (information that should be shared with the forum and not sent individually to me) that there are very specific rules about how the Hoy No Circula begins at certain specific toll booths. I have searched and searched and searched everywhere and found countless websites with very specific information about Hoy No Circula but no matter how much I search I find nothing other than the 18 municipalities.

I have been told by Mina at Teotihuacan as well as area officials that Teotihuacan is most definitely not in the Hoy No Circula.

I am also told that calling the Secretary of the Environment by telephone they will provide the specific information about the toll booths where the restrictions begin. So what happens if you enter the area on surface roads that do not have tolls. All very confusing. If the Secretary of the Environment does in fact have specific rules beyond the 18 municipalities I would think and hope they would provide that information in writing on their website - other related information including the written law is clearly provided on their website. But the written law makes no mention of this though it does specifically state the 18 municipalities.

Personally I would ignore this whole thing as there is now way any tourist can possibly know about this and should not be expected to know. Since this information is obviously not being made public it should not be considered public knowledge. Why worry about it?

SUGGESTION - Download and save in your computer the law as it is written and is provided in the websites provide previously on this forum - print them out if you like. If you are stopped by law enforcement and are not in the specifically mentioned area then challenge them to prove your are in Hoy No Circula.

If someone out there can find specific written information and the website where this information can be found would you please post that information here on the forum so everyone will know the facts?

Just curious - did anyone notice this error in translation? This might make you think US plated vehicles are exempt? That is not what the phrase in the law says. Below is the law with a different translation. This is why I ask that those who are fluent in Spanish read over the law to try to find where it might say something different that what I have been led to believe by my translation and/or Google Translate. Please post the line from the law in both Spanish and English as I have done.

Until I find out otherwise, our plan is to arriv eon a sunday, then leave at 4:15 AM and drive up 132D. abotu 2 miles past the junction with 40 D which we need to take, is a large truck stop. Beyond that less than a mile, is a place to reverse direction to get back to 40D. 40D is outside the zone, from what I can ascertain it is the boundary of the zone, at least in the NE. Our intent is to drive to that truck stop and wait for daybreak. From what I can tell, only 2 rigs in our group ar over 15 years old and they have plates ending in a 0 and a 9, which is conveneient as that means a fri restriction. If the remainder all get passes, that would mean we can all exit Mon to Thurs after 11AM. I still have to check out the truck stop for future groups.

I really really really do not want to keep this up. I do think there are folks out there who may want to know about this topic. I have researched the heck out of it. I cannot find anything anywhere that specifically says the entire State of Mexico is in the Hoy No Circula. What I continue to find is mention of the 18 municipalities.

Now I am getting PMs with some insults and saying I am not qualified to read Spanish because I use Google Translate here rather than my own translation so as not to be accused of misinterpretation. My understanding of the Spanish language is good enough to read through these websites and the documents found on them in an effort to find statements specific to the area included in the Hoy No Circula. Sorry but I cannot find anything beyond the 18 municipalities.

I have asked for experts out there to post the facts and where these facts can be found. The PMs I receive reference the same websites I have previously posted - with the claim that the information I seek is in there but the writer says since I do not know Spanish I am not qualified to read and comprehend the information that states all of the State of Mexico is in the Hoy No Circula. I will post a list of websites below where it is claimed the information can be found.

How here is a bit of what I found today. Most of the documents talk about pollution and the need to reduce it. They talk about people getting their vehicles inspected for pollution and the pollution index numbers and so on. It talks about who can get exemptions from the Hoy No Circula and how to do it. That is what most of the 8 pages is all about - which is why there doesn't seem to be a point to showing it all here. There are a few references that do mention the restricted area and when restriction apply and who is restricted etc. Here is some of what I found.......

This is from the previously posted website where the law can be found in .pdf form. It has the name of the president of Mexico as well as the Secretary of the Environment on it. It appears to be an official document. Also note the dates on these quotes are reasonably current. Again - English done using Google Translate......

Tourist pass to exempt Hoy No Circula

In order to encourage the influx of tourists and traders in the State of Mexico, the Secretariat of Environment of the Government of the State of Mexico in coordination with the Federal District promote tourist pass, however due to the modification of the program Hoy No Circula in Mexico City and Mexico State municipalities belonging to the Environmental Commission of Megalopolis (CMEA), from April 5 until June 30, 2016, the Tourist Pass will be temporarily suspended.

Important note

Tourist Pass System informs the public user to:

- Due to the modification of the program Hoy No Circula in Mexico City, from 05 April to 30 June 2016, the tourist pass will be temporarily suspended.

- The foreign vehicles must comply with the new program Hoy No Circula, so must rest on a weeknight and one Saturday a month according to the termination of your plate.

- For more information should consult the official gazette of the City of Mexico, published on April 4, 2016.

* NOTE: The circular restriction 5:00 to 11:00 a.m. be suspended until 30 June.

What is the Tourist Pass?

It allows the vehicle that carries it, exempt the restriction of movement imposed by the Agreement Hoy No Circula in 18 municipalities in the State of Mexico conurbados with the Metropolitan Area of Mexico.

Here is another list of websites where there is information about Hoy No Circula. Some of these websites don't get to the information I was looking for. The previous websites I posted got to where I have said they go. This is someone else's list claiming the facts are in there somewhere - I cannot find them.

I have been getting PMs about this whole Hoy No Circula thing. I have been led to the website of the Secretariat of the Environment where the written law regarding the Hoy No Circula can be found. Of course it is all in Spanish and my Spanish is far from great - I struggle. So I am hoping someone with an open mind can take a look at this to see if they can understand it better than I can.

As near as I can tell this is the law. It is long. Again - it mentions and seems to single out the 18 municipalities participating in the program.

Everything I have found indicates there are 18 municipalities in the State of Mexico where Hoy No Circula applies. I have found this same information on countless websites. I can find no websites indicating otherwise.

So here is a question that cannot be answered apparently - how is any tourists visiting Mexico supposed to know such a law or program exists? If it does apply to the entire state of Mexico I can find nothing online in writing where this is stated.

I am hoping someone with an open mind can clarify this and find more information online where anyone can access all the facts. If we do not have access to the facts we cannot be expected to know them. I do understand - ignorance of the law is no excuse - but if they do not make the law available and clarify what the law states and what it means then no one can be expected to know or understand it.

The above law is dated July 2014 and is on the current website of the Secretariat of the Environment. If they have a more current law then it should be the one on the website. I hope someone can read it and clarify what it says. Please - open minds only need apply.

Sorry Chris - I do think a lot of people might like to get to see Teotihuacan and the confusion about Hoy No Circula could prevent them from making the effort.

This being an RV forum we are talking to RVers about RVing. So we want a way to take our houses with us and go somewhere to spend a bit of time in our RVs. Taxis and hotels are never the first choice for any RVers I know.

As far as I am concerned going to Teotihuacan means going to see Mina. There are ways to do it.

The idea that a caravan with any number of RVs cannot get there because there may be people with the wrong license plate on the wrong day means maybe whole caravan companies may avoid the whole idea of going to Teotihuacan. To me that is a terrible shame.

I found all the pertinent information and posted my thoughts based on that information. People disagree with that information but do not post where they get their information from. I posted more and more detailed information in an effort to get the point across to those who do not seem to get it. Sorry - I am well aware it is way way way too much.

People out there may not get a chance to see this amazing place due to misinformation. I have tried to correct the misinformation and to post the facts so people will know it is possible to visit Teotihuacan even with the Hoy No Circula. And if people want they can also visit Mexico City from Teotihuacan while leaving their RV in a safe place while they travel to Mexico City for a couple days - or more.

I posted more than anyone will ever need to know because people dispute the facts and what is on the website of the government agency in charge of the Hoy No Circula - what other authority could possibly be a better source of the rules than the agency in charge and making and enforcing the rules?

I do not want people interested in visiting Mexico or any part of Mexico to NOT go because they were misinformed. I always try to correct misinformation and provide facts and specify clearly where those facts come from - as I am sure you know well.

So to everyone out there - go to Teotihuacan. If you can go on the days your license allows then you can take the route you might prefer. But if you cannot there are options. As the Hoy No Circula website specifies Teotihuacan is NOT in the Hoy No Circula. I spoke with Mina about this years ago when we were there and we verified it with the area authorities - well before we knew there was a Hoy No Circula website.

If Teotihuacan is in the Hoy No Circula or if the entire State of Mexico is in the Hoy No Circula I cannot find any factual information anywhere that states any such thing.

I don't know why there is so much talk about this. It's a mess and most Mexicans own two cars to get around it. Doesn't that tell you how complicated and absurd the whole thing is?

Like I said, some things just aren't worth it. Drop it and find an experienced Mexican guide or taxi, leave the rvs behind and make a day trip or overnighter in a hotel so they can see the pyramids.

Much ado about nothing.

Teotihuacan is in the Estado de Mexico and the hoy no circula aplies to the entire state, I am giving you the simple rules to drive on the correct days and when to avoid driving in relation to the last digit of the license plate, foreighn vehicles that are going to be driving a longer period in this area of no circula can get smog checked and get the 00 decal, it is not worth the trouble for a turista.

Some of the internet information is either old or inacurate, some of the maps are also inacurate, some of the information on the hoy no circula is old.

You are absolutely correct - Naucalpan de Juarez is clearly listed as one of the 18 municipios listed in the Hoy No Circula restricted zone.

Yes - the rules you posted are simple - but not complete - or true.

The question in this thread asked about maps to get to Teotihuacan regarding the Hoy No Circula. My simple answer was you can get to Teotihuacan by taking the Arco Norte which does not pass through the Hoy No Circula. Also - according to the Hoy No Circula website where very specific rules are posted - Teotihuacan is NOT in the Hoy No Circula nor are any of the municipalities one would pass through to get to Teotihuacan.

Your simple answer states that the entire State of Mexico is in the Hoy No Circula but that is not remotely true. The Hoy No Circula website clearly states there are only 18 or the 125 municipios in the State of Mexico where the Hoy No Circula restrictions apply.

Anyone who reads the official website posted information will find that the information I have posted is fact and that it is very simple if you read my original posts and look at the maps I have provided. Please find all the facts before posting misinformation.

I could be totally wrong about this. After reading over the information provided by the previously mentioned website called Hoy No Circula where all the information can be found it is my understanding that the states mentioned in the quote above can participate in the emissions testing program to get a hologram which loosens the restrictions on vehicles which can pass the emissions tests. The restrictions do not appear to be in these areas but these states are listed as being those which can participate in the emissions program. I think perhaps this is because people who live in these areas may have to commute to work in restricted areas - I am just guessing at this but after many readings this seems to be the only conclusion I can come to. They can take an emissions test and if they pass they get a hologram which can be seen on the vehicle.

Also - - - the term San Juan Teotihuacan de Arista seems to have been universally shortened to just Teotihuacan and most use that name - I find using San Juan is rarely used because there must be a million other San Juans - Teotihuacan is much more specific.

Based on the above information and other information about how the Spanish system of municipios is set up the name Teotihuacan is used for both the area specific to the place we would call a town - but also includes some 115 other communities around the main town. This often confuses people from the US about what is called a town in Mexico. I think in the US we would call it a county. So you would want to think of a municipio as a county - which might make it easier to understand what is meant by municipio or municipality.

You are complicating the matter, I have just posted the simple rules, as a visitor to this parts follw those simple to understand rules and you will not have any trouble, I am living right now in Ciudad Satelite, Naucalpan de Juarez, Estado de Mexico, it is part of the hoy no circula, follow the simple rule.

Foreighn plated vehicle as in United States of A erica and Canada, do not drive before 11:00 AM, and depending on the last number on the license plate do not drive on the date shown on my previous post and do not drive on Saturday, simple and uncomplicated.
