Does anyone in Nova Scotia register their heavy 5th wheels as a commercial trailer based on its weight?

When they weigh you---will they have you take everything out and dump all water for a "dry weight"?
Yep, actually drove to all of these places---in the last eight years. Missed Rhode Island and New Jersey.

Camper 1 Year
0-1500 kg $85.85
1501-3200 kg $107.60
3201-4100 kg $134.20
4101-5000 kg $162.10
5001 kg and over, see
Heavy Commercial Vehicles

I'm happy I live in the Republic of Alberta, paid a one time registration fee for my fifth wheel.

This is exactly what I am questioning. Camper dry is 4500kgs, add another 1500kgs of payload it is over 5000. It seems most just register the dry weights but should you register the loaded weights.
