According to Streets and Trips, the construction is complete, but that's when it was scheduled to be done. If true, that would be once in a row.
I've tried every possible route to Charleston from Cincinnati including both sides of the river. I've found that its quicker to go I-75 S to I-64 E. Its only 40 miles longer, and the local routes that follow the river on both sides are dotted with small towns, and the road is rarely close enough to actually see the river. The fines for getting caught doing 26 in a 25 make up a large part of the towns' annual budgets. Your choice.
Retired and visiting as much of this beautiful country as I can.
