We used to travel a lot that time of year. (That was not a choice.) December is seldom all that bad once you get east of the Rockies. But it can be. Few campgrounds will be open and those may not have water available. Water can usually be found. Dumps may be closed because there is not water, but many will be open to dump with no clean-up water available.
Many Iowa rest areas have dumps. Most Cabela's have dumps. Cabela's may have water too, but you may have to provide your own hose. Many U-Haul places can fill a coach propane tank. Lots of truck stops have Dumps and Water.
Try to keep fuel and provisions such that you can hold-up a day (or two) as this might make a better choice than pushing into bad weather. Get-Thereitis kills a few people every year.
Do you have a good friend that is either a pilot or a sailor? Pilots and small boat sailors usually have to understand weather better than most and asking for their help will be no imposition.
