By-Pass Valve

Can not get my By-Pass Valve to work
Trying to by-pass hot water heater.
It is in the inside by the washer.
The lights come on that say winterize Bye Pass
But The anzfree is going in the hot water tank.
I have put 6or 8 gallons but most went in hot water tank
It a1999 Winnebago Model 40 JD

Isn't there a lever or valve to turn at the bank of the tank itself...?...once you turn that, it should cut it off..
