My Electronic Climate control Energy Management unit Master Controller is making a chattering noise and my bedroom heater comes on without engaging it through the thermostat. I disabled the propane furnace using the manual shut of rocker switch hoping this would stop the chatter but the sound remains. The chatter comes and goes from the master controller box. The box part number is
00-00591-200. Anyone have any idea what is going on?

Chattering coming from a controller is often the sound a relay makes when it's being switched on and off rapidly. This usually is caused by a problem with the control circuit for the relay, not the relay itself. This is not a good sound at all and you should take pains to minimize the times it's doing that while you try to find a service tech.

There is a pretty detailed working spec on the internet for that ECC system,
Google it and read it. it may help you out

There may be a malfunctioning relay switch in the box. Are you able to open the box and see what is chattering and possibly take a photo of it? (BE CAREFUL)
4 whopping cylinders on Toyota RV's. Talk about great getting good MPG. Also I have a very light foot on the pedal. I followed some MPG advice on Livingpress.com and I now get 22 MPG! Not bad for a home on wheels.
