I need a 8.5" rise

Our new base plates connection on the Jeep is 21.5" off the ground to the center of the hole for the tow pins. The receiver on the MH is 14.0" to the top of the square where the tow bar slides in, from the ground.

So to make it Level it would be 8.5" (subtracting 1.0" to the center of receiver. 14 - 1). So that seems like a lot. I know the tow bars can't be higher on the toad vs MH receiver.
Not to mention the MH receiver is set back under the rear of the rear just very slightly. I'm concerned it might need to be extended out some to allow the tow bar to clear the metal guard in front of the radiator after putting into the riser.

First question is that too much to raise it. Second, can a drop hitch be used just turned upside down? Third, if a extension is needed and a riser, that just sounds like a very sloppy way to hook up the toad. Too many connections for things to go wrong, not to mention sloppy towing ( too many connections giving way to movement).

Now most drop hitches are incremental by 2.0" or so. So it goes from 6.0" to 8.0" leaving me still with the toad slightly high by .500". Going to a 10.0" would make me 1.5" high on the MH side which is within the tow bar limits and preferred. But that just seems so much.

What have you people done. Hoping to get this figured out. I don't want to remove the MH hitch for a special made one. I might not keep this car.

Any thoughts?

Man, do I feel stupid! I forgot the air bags were deflated. So what do they take away 4.0"? So now probably like 5.0 " is more likely what I need. :S

A rise hitch is a drop hitch turned upside down.. I have a 13 inch one here.

8 inches is a LOT of rise/drop.. the problem with drop/rise hitches is torque on the cross member the receiver is welded to,, With that much rise you need to inspect the brackets and welds on that crossbar every time you tow.. I did not.. Thankfully safety systems worked better than designed.
