Need advice 1999 Diplomat ISB 275

This A.M. went to leave campsite. Turn on key, dash lights up, turn to start, no crank, Short across starter, engine comes to life. All batteries reading full charge, even tried battery assist, no go.

Drove 60 miles, tried again, works perfect. Do you think bad starter? it didn't even click with ignition.

Jiggle the gearshift, neutral safety switch

check battery connections to starter...possible starter solenoid as well...
