Onan 7000 surges

My 2004 Monaco Knight has a 7000 onan diesel generator, has 1000 hours of use.
Just this week started surging with or without a load, even quit not long after I started it, restarted easy but still surged. This happened with at least 3/4 full fuel tank.
I changed the fuel filter about 100 hours ago.
I had a fuel gelling issue (my fault) two years ago but have had no problems since.
Sounds like fuel delivery issue but with a load (both airs)I would think it would want to quit.
Any ideas besides changing the Generator fuel filter again which I am doing tomorrow.

Since you corrected the fuel issue and replaced the fuel filter, it may be a governor problem. The governor may be mechanical or electronic.

All generators need and want to be exercised monthly for at least two hours with a 50% load. I presume this was performed also.

May I suggest you take it in and looked at by a qualified Onan repair facility.
