If there is a electric fuel pump, it can fill on it's own. If it is only a mechanical fuel pump, you will really regret changing the filter and not filling it with fuel. If you crank the engine more than about 30 seconds, you will need to stop for about 2 minutes to allow the starter to cool off. This would take several trys to get the fuel to fill that filter.
You can get a little fuel from your water separator. Just drain some into a clean glass container that you have no affection for it. Or a cheap coffee cup from a garage sale. Pour that into the new filter (if it does not have water in the fuel that you got out) If you are draining out water, dispose of that fuel first, then use water free fuel to fill the filter.
