The email said only those that are exempt do not pay it. RV's are NOT listed as exempt.
Thus, if you are big enough, you pay the higher tax.
At least that is the way I read the gobbligook!

Here is the ARS:
28-5606. Imposition of motor fuel taxes
A. In addition to all other taxes provided by law, a tax of eighteen cents per gallon is imposed on motor vehicle fuel possessed, used or consumed in this state.
B. To partially compensate this state for the use of its highways:
1. A use fuel tax is imposed on use fuel used in the propulsion of a light class motor vehicle on a highway in this state at the same rate per gallon as the motor vehicle fuel tax prescribed in subsection A of this section, except that there is no use fuel tax on alternative fuels.
2. A use fuel tax is imposed on use fuel used in the propulsion of a use class motor vehicle on a highway in this state at the rate of twenty-six cents for each gallon, except that there is no use fuel tax on alternative fuels and use class vehicles that are exempt pursuant to section 28-5432 from the weight fee prescribed in section 28-5433 are subject to the use fuel tax imposed by paragraph 1 of this subsection.

Yeah Jim, I got the same thing. So I called the General Question # for ADOT, was transferred to Weights and Measures, transferred to a person who could answer my questions, she gave the # of the person in charge if these issues. Talked to this gentleman for 15 minutes and he is basically saying that RVs over 26k and 3 or more axles are not exempt from paying the higher fuel tax. It is all based on that bigger heavier vehicles put more stress on the roads and it does not matter if you are commercial or private. So I told him about my situation about not having any "use fuel" pumps near me here in the East Valley and he said he is aware of this problem but had no solutions. He did, however, question the fact that this will impact a lot of "snow birds" and citizens alike and is going to call me back with more details about the law. That's all I know for now. Will post more when I find out more.
