I have heard that it is dumping fee, costs nothing just to get fresh water. If someone only gets potable water at a rv dump station are they supposed to pay the fee ?

I imagine it depends on the particular policy at said dump station.

Not sure I'd want to get fresh water at a dump station, even if it is marked as potable. Do you trust whoever is running the dump station?

By definition, a 'dump fee' would apply to dumping.

Never heard of a separate ' FW water only' fee'? Although most often with RVs, a dump station would be at the same location and include dumping waste and filling FW tanks.

Best policy is to ask. I want the availability so a small fee is appropriate. Water, hoses, clean up isn’t free to the business owner.

Always best to ask at the location.
