Expedition EL Tow Package

I was reviewing the towing guide on here tonight again as a resource for selecting a new tow vehicle. I am considering an Expedition EL, but notice that there is a very large difference when adding the tow package. Since I will likely be purchasing the vehicle used, I have a few questions.

1) Is there an easy way to tell if it has a tow package?

2) What is included with it?

3) Is it possible to add everything afterwards? Or is it just too expensive?

1) check the VIN with a Ford dealer
2) has a type III/IV receiver, wiring for brake controller, 7-pin connector, HD trans cooler and towing rear end ratio
3) it'll cost you to have all that added.

and check the payload capacity on the driver's door yellow sticker.
that's where most SUVs fall way short, not on towing capacity.

Expedition EL has very low payload so limits size/weight of trailer
