Most times it's a grounding problem. I am sure you check it out with the HOT wire ID'er to test it and it most probably worked fine. It's got the hot side but the ground side is the problem. If you can clean the contact or put some WD 40 in there that will help get contact or you can run a wire from your frame and ground the outside of the socket and get it working or you might have the plug in type lights and it's one of them wires that's failing you .. I work on old AM radios and most of the time it's a grounding problem
