I've stayed at both and prefer St. George Island. Since you mentioned in your post about restaurants - St. George would be the winner. There is not really any restaurants around St. Joe.
there's a post on here where someone posted a document about how to fix the problem you're mentioning. We followed the document and have no problems. The root cause is what others have said the splitter and the antenea. Easy to solve.
This is one of my favorite campgrounds. We've stayed over the summer and it is not bad. If you have children it's great because there are so many kids there. We always stay in the area by the swimming area/playground.
