Regarding shipping on the carrier...ya, it probably won't be worth it. I'm sure you can find a used carrier close-by. Try Craigs List and Ebay. People are upgrading all the time from scooters to motorcycles, so you shouldn't have a problem finding...
You really need to get the weight off the scooter plate, the weight of the carrier, and check the tongue weight limit on the hitch. That would be on a plate on the hitch.
