Ebenezer, a 26 acre York County park, is on Boatshore Rd in Rock Hill and sits on the shore of Lake Wylie, sandwiched between some expensive homes. A nice location on the outskirts of the city. There's a mini-market a mile from the park and you'll find a relatively new Food Lion shopping center for groceries, etc about 4 miles away on the N.E. corner of Celanese (SC 161) and Mt. Gallant Rd.
The park is FHUs, with 30 & 50 amp sites, free WiFi, and a relatively clean bath house, depending on the time of year. The park is open year 'round. More campers equal more mess. Sites 1-30 are in a more open area with a view of the lake. Most are fairly large. You can receive about 25+ OTA tv channels, but satellite will work best from those sites. Sites 31 thru 69 are in the more wooded areas of the park. Verizon cell and 4G service is strong.
As you mentioned, the park is first come, first served. It's gated with a key code after hours. Rangers patrol the park during the day and man the guard house after dark until about midnight.

If you read RV Park Reviews, you'll notice that prices were raised 160% almost 2 years ago. While the old prices were ridiculously low, the locals used the park like a lakeside resort making it difficult for out-of-town campers coming off the road to get a site. During the winter when the 2 week stay rule was waived, extended travelers found a lot of value at $10-$15 per night. The substantial increase angered many of the locals who stopped visiting the park. And of course, it became less of a value for extended stays. For leisure camping, it's still my favorite for location and price among the parks in the Charlotte area.
My best guess, since the price increase, you should be able to secure a site with a Sunday-Wednesday arrival. Just pull in, find an unoccupied site and set up. The ranger will come around and collect the fees.
