If your planning on doing day trips into Montreal & Quebec City you want to be relatively close. So you will probably be in some urban to suburban areas.
We did a loop last summer through Quebec.
Montreal we stayed at
Camping Alouette, there is a local ferry terminal about 25 minutes from the campground
where we did day trips to old Montreal, lots of attractions, Montreal Museum of Archaeology and History is a must visit. The problem is highway traffic around Montreal is just awful. actual drive time to the ferry treminal without traffic would be less time but actual drive time will be probably be closer to 1 HR or more. Next time we might look into the subway to save time.
For Quebec City, stay on Canadian Hwy 20 east to
Camping Transit in Levis. Take the campground shuttle or do a easy drive to the Ferry parking for old Quebec. Plan at least 2 days for old quebec as there is much to see. If your into biking there is lots of bike trails around Levis and you can also take your bikes onto the ferry and bike "lower" old Quebec, then lock them up and walk up to the upper part of old quebec.
Don't forget to do a day trip to Montmorency Falls (also has a super Zip line if your interested)
