Looking to purchase a air compressor and wondering what is the smallest size I can get away with while still being able to fill up the tires to 70psi and use air tools?

I wouldn't even consider a 12v compressor.

I don't think a 12V compressor will work too well with most air tools, but it would depend on what tool.

I think it would be the CFM rating for the air tools, and if you want continous use or not. What are you going to use?

CO2 bottle is another option. I have been using one for the past few years and prefer over messing with a compressor.
