Is sales tax based on the county where dealer or buyer resides? Also what does license typically run in CA? And lastly what others frees do dealers typically try to tack on?

Get a residence in Louisiana, pay $75.00 once for your license plate. Plus there isn't any silly CA tire business. When you change tires, you pay a $2.00 fee per tire.

The MSRP (Manufacturer's Suggested Retail Price) is actually set by the manufacturer and means just what it implies -- a "suggested" price. By law, this price is displayed on every vehicle sold in America. Key word is - (Suggested) Get the OTD- Out the door price since your paying in cash email other dealers see what they can do for you. I'll say what I always say, if your not laughing at your own offer it's too high.

Buying new, cash. Shooting for 30% off MSRP (or better:))

Not looking to buy out of state and deal with DMV/taxes/transportation/etc as I don't think end the end its going to save me any $$.

MSRP on the unit I am looking at is just over $51K. At 30% off MSRP, tax and license come out to just over $3K according to the DMV calculator link.

Ditto.

Suppose for example I bought a truck at Dave Smith (in Idaho) and registered the truck in WA, I'd pay my local county tax rate, since that's how the WA dept of licensing computer system will charge the tax.

Although not listed separately in the great link that YNOTRIDE provided, the CA Board of Equalization says it's $1.75 per tire including the spare on all new vehicles purchased.
Here's their text:
(g) For purposes of this section, "new tire" means a pneumatic or solid tire intended for use with on road or off-road motor vehicles, motorized equipment, construction equipment, or farm equipment that is sold separately from the motorized equipment, or a new tire sold with a new or used motor vehicle, as defined in Section 42803.5, including the spare tire , construction equipment, or farm equipment. "New tire" does not include retreaded, reused, or recycled tires.

Sales tax on vehicles is based on where the buyer lives. The first year registration is roughly .062% of the selling price plus about $100. In other words, on a $50K purchase the registration will be around $410. Doc fees should be about $100 or less and you'll have to pay a a small tire disposal fee.
