Where are you right now? If anywhere near Whitney, TX I could help you take a quick look and try to determine why the compressors aren't starting.

Did everything work right after you had the circuit board replaced? If so, as others here said, the problem could be the start capacitor or possibly the relay for the #1 compressor. The #2 compressor doesn't start until a minute or so after #1. Have you checked the circuit breakers? You might try turning off the #2 circuit breaker, and see if #1 will start and run then. Not likely, but it's worth a shot.

Does the compressor attempt to start? If so it may be a start capacitor. Less than $20 and a simple fix. If it doesn't attempt to start it could be the control board, which you said is new, or it could be the relay. The relay is also an easy fix. Open up the unit, swing up the compartment door and remove the panel from the front. Turn it on and look at the lights on the control board. They'll give you a clue as to what the control board thinks is going on.

Have a mobile tech come if you can't get it.
Might be a starting capacitor.
