I don't see a reason that you couldn't get a receiver hitch carrier that was adapted to hold the paddleboat so that it would be secure for trips. You might want to add a couple of eye-bolts to the RV, to secure it, but if you have the carrier configured well, that may not be needed.
Many of those carriers have an auxiliary hitch on them, so that you could attach the bike rack....or just put the bikes inside he RV, or have an additional hitch mounted on the front of the RV for the bikes.
I took my son out on a lake with a paddle boat last week.....I'd forgotten how small they are (I'm 6'7"), so it was very uncomfortable to peddle it. I think the one you are looking at is even smaller...but not really sure?
