Wife and I each have a Samsung Galaxy S4...Verizon

Want to set them up to Video call each other..
Any suggestions, help, advice or experience would be greatly appreciated.

Each party needs to run the same application. After that the computer or tablet simply rings till you answer it.

You may already have Google Hangouts installed on your S4s. It is one of the apps that Samsung installs on their phones, along with other Google apps. It is a chat app with a video option - and it does run through data.

It's been mentioned, But I'm not sure it's been clarified
Video calls are internet data calls
They do not use the cellular voice network
They use internet protocols and internet connections
This is why it will work from coffee shop Wi-Fi
But both parties have to be able to have and internet connection either cellular our Wi-Fi and have an active app and internet connection, data / internet access must be turned on

I use Skype on the Android phones. If you are in an area where you have good WiFi, a videocall does not use any of your cellular data plan. Skype is easy to use, totally free for system to system calls, and works well.

Chris, I tried your meeting.io. Most of the stuff says "coming soon". Tried a simple one connection video conference. would not hook up as instructed to invite by email. said email invite sent, but recipient never got it. Oh well. try again later maybe.

I have not tried it yet, but https://meetings.io does not require any software installation, registration, etc. (though you *can* register).
You can also do group video conference- all through your web browser.

Skype is the way to go. Load it from the App store. Create an account one for each of you. And chat away. And as mentioned it will use data from your plan data allowances.

I found this online:
For Android, you would have to get a third party app, like Skype or Google Hangouts. Hangouts is an Instant Messaging app that has a Video Call built in.
