2014 GMC Terrain - four down?

We're considering getting a Class C and currently have a 2014 GMC Terrain - I understand it is factory approved for four down towing with a few stipulations:
- Run engine at the begging of each day and fuel stop.
- Remove Fuse 32
- Transmission in neutral.

Questions:
1. Does the Terrain odometer accumulate while being towed in neutral?
2. Absolutely foolish to use as a Toad without a braking system?
(Texas requires brakes @ 4500#'s; Terrain comes in ~ 4k but then I'm sure we'd also use the Toad for storage/hauing and may visit neighboring states with a 3000# weight limit)

If you`re a FMCA member & got the latest book, there is a question & survey about the wobble that sometimes occur when the Equinox/Terrain makes a right hand turn when being towed -- We have a 2011 Equinox & it has happened to us a few times -- They have electric steering & sometimes the wheel`s don`t straighten up after a turn -- I think the 6 cylinder cars have hydraulic steering & don`t have this problem - William Willard

I would use a braking system.

No, the speedometer doesnt rack up mileage when towing.

Forget TX law and look at the Class C Chassis specs. Most will say aux braking for anything over 2K.
