If the draw bars that connect base plate to tow bar hardware, go into square tubing with holes in the side for hitch pins like a trailer hitch receiver uses, sure sounds like Roadmaster. In Roadmaster, the tow bar comes with a cross bar. The base plate comes with two draw bars tha connect to the cross bar. Then cross bar connects to tow bar.
If you're missing the draw bars, you can probably get them through Roadmaster, one of their outlets, or maybe even a swap group like Hitch Trader. Most tow bars are available with connecting ends that allow use with different brands of base plates.
