Can video stream from USB port on cell phone to TV via HDMI?

I can use my Chromecast to have streaming video sent to my TV from my phone via it's Hotspot option, no problem, but there is a data limit
on the Hotspot.

Can I stream movies directly through the phone's USB port to the HDMI port via some cable option?

Only if you are 'streaming' prerecorded media from your phone.

If that's the case its likely easier to just put it on a thumb drive and plug that straight into the TV directly.

If it's 'streaming' from somewhere o the internet, data usueage is involved.

What phone?
The phone spec info, in the manual or online will tell, if the phone has media port capability

But I doubt that will change your data usage
You are still using cellular data to stream the video to your phone
If you have a phone plan that includes video streaming to the phone
Then your allowed data will not be used, when bring cabled connected to the tv
I can explain it to you.

Depends on the phone. IIRC not all of them can output to HDMI from mini USB/micro-usb. Most Samsung devices can.

YES. I'm not so sure about data quanities but you can get a USB (Phone) to HDMI adapter at most cell stores. Best Buy. Amazon... I may even have one lying about but frankly do not know where.. just google: mobile phone to hdmi adapter

Not if it is an older (non-smart) flat screen TV. Maybe that's part of the question?

Some phones can, some can't. None of my Motorola phones supported HDMI over the USB connector. My LG did and my current HTC does.

Another option is to use the "cast screen" feature.

With my plan I have unlimited data on my phone but only 15gb on the hotspot. Sounds like you may have a similar plan?
