Im hoping I can fix by replacing the center piece on top. Because... the hot/cold
lines are located underneath… behind the sink and nearly inaccessible… I have to
go through a drawer opening in order to reach the water line fittings…

Faucets are usually held in place with a simple O threaded ring that tightens up on the bottom side of the counter top. Easy to remove, if you can reach it. That's the problem with RV sinks.... trying to reach it from underneath.
Just replace the faucet. Find a nicer one at any big hardware box store.
