1971 Scamper Trailer Manual or water tank help

Hi. Reading through this forum, it looks like there is no manual to be found for my 1971 Scamper Trailer. I just got it earlier this month and it is beautiful. Laminated cupboards, beautiful curtains... The water does not work though, it almost seems plugged at the tank. I was going to siphon the tank but I cannot get a hose down there from the outside. Then I noticed a small hose under the trailer that is coming down from the trailer. Looks like it is from the tank above. Wondering if there is some kind of a tap or a release to drain the water from the tank so I can pinpoint why I am not getting water. Hoping to drain the tank first so my trailer does not flooded.

The hose coming down from the tank is actually the overflow because it is coming out of the top of the tank down through the floor. I ended up cutting one of the hoses out of the tank to try to siphon it but I didn't have any luck with that. I did however find that someone I'm not sure who, maybe the trailer came like this but there was a hole drilled through the floor wide enough to fit the hose so I guess that's how people have been dreaming the tank in the past. Water is draining through there now, will replace the faucet after I run a new hose throughout the trailer.

Look around all sides of the fresh water tank. If the pipe you saw from underneath is a tank drain, there will be a valve very close to the tank. Also, your water pump will be in that area. That will be the place to start trouble shooting. If you have a winterization line, connected between the tank and pump, make sure that the valve is in the correct position (try both directions with the pump running and sufficient water in-the tank). If it pumps water from the tank, good, if not start with pump clean strainer, obstruction diaphragm etc. Then down the output line to fixtures.
