Bypass needs to be open in order to bypass WH
Cold inlet to WH needs to be shutoff (closed)
Are you getting any flow out of hot side of any faucet?
Should get it out of cold and hot side at same time...if only from cold and none from hot side might want to stop----go remove WH drain plug and see if anti-freeze is in WH
Some WHs have three valve systems......cold inlet, hot outlet & bypass
Some have 2 valve systems...cold inlet & bypass (check valve in hot outlet)
Some have 1 valve...cold inlet/bypass (3 way valve) and check valve in hot outlet.
Which do you have?

Otherwise....have to fill water heater with 6-10 gallons of anit-freeze (depending on size of WH) before it will flow to hot water system. And then you have all that anti-freeze in your WH...waste and don't fire off WH with it in there.
Best to bypass WH. Install a bypass if you don't have one.
