Here in Tx, in my area anyway, I have to go to the RV dealer.
They checked brakes, lights and tires. He didn't even get in the truck. He had me put it in drive while holding the manual brake controller with the truck in drive. I eased off of the controller and the rig started rolling forward. I then turned on the lights and emergency flashers. He walked around the rig and said I'm good.
What a waste of time and gas. It cost me $7. I would have gladly paid $20 to not go through the hassle.
