The turbo's are piped in line with the exhaust and intake. To lock out the turbos, you'd have to remove them, or bypass them. It wouldn't be cheap, would add complexity, and the 3.5 ecoboost is optimized to have twin turbos.
Consider it like saying...Why doesn't Ford design the truck to drive on two wheels only. This would reduce rolling resistance.

We are going to get a Jayco 22FB which is around 5000# so plus load no more than 6000# so should be good.
