This is not the norm, in fact, I was quite shocked it happened.
To give you an idea how infrequent this is, I asked the rental store about video surveillance, and they don't even have any. All of their tow able tools are out in the parking lot in a chain-link fence enclosure. Which would be pretty to steal with some simple bolt cutters.
