Over the years, I've experienced similar symptoms in a couple different campers. Both times, it was a bad battery.
It could be a bad ground, bad converter, blown fuse, or bad battery. I would first suspect the battery. You did mention, the seller had been charging it for a long time. Maybe, for good reason.
Note: If the battery has an internal short, it will not hold a charge for any length of time, and it can act as an extra large resistor, sucking up more power than your converter can produce. There is nothing left to run 12 volt systems. I've even seen this in a system with two batteries. Lights were dim and slide outs would not move. The bad battery was eating everything the converter could put out, plus dragging down the good battery.
