Putting large amounts of weight on the back of a TT is a really bad idea. Really bad. Been there and done that.

It will take you to the scene of the accident the first time you get to 45mph. Many years ago I put 300lbs of bargains in the back of a single axle Airstream... at 45 mph it got very interesting... I've never made that mistake again.

Carrying a golf car on the back of a TT would be insane and far exceed the TT frame capacity. May you mean a rack from a golf car retrofitted to the TT?
Build a life you don't need a vacation from.

Way too much weight on the back. The front end will be unloaded leading to some potential sway issues.
Also, the back end just isn't that strong and a lot of steel would have to be added and even then, it would be questionable.
If you really want to do this, a toy hauler is the way to go.

I read the question 3 times....are you attempting to carry a golf cart somehow on the rear of a travel trailer?

If so, I don't think it's a a very good idea.

Do you mean a rack to hold a golf cart?
You would have to have an extremely strong frame for that.
That's what toy haulers are for.
